Request For Pre-Qualification For
Development of Three (3) Residential projects in
accordance with Law No. 118 for the Year 2023 in the
State of Kuwait:
1- Al Mutla’a City (M-3);
2-East Saad Al Abdullah City (ESA-1);
3-West Saad Al Abdullah (WSA-1) & Commercial Services Strip in Jaber Al Ahmad City (J-1)

The Public Authority for Housing Welfare (“PAHW”) wishes to invite specialized companies with a minimum of ten (10) years’ experience in the development of residential and mixed-use real estate projects to prequalify as a developer under the Request for Qualification Document (“RFQ”). The RFQ shall contain the particular and specific expertise for real estate developers (“Real Estate Developer”) in addition to the evaluation criteria applicable to the residential projects (the “Residential Projects”) listed below:


The development of all assets in each of these Residential Projects shall be on a design, finance, build, operate, maintain, sell (except non-residential assets) and transfer contract basis and the contract documents for each of the residential projects shall comprise of multiple agreements which shall be described in further detail in the Request for Proposal stage. The contract duration for each residential project shall be thirty (30) calendar years comprised of a four (4) year construction period followed by twentysix (26) year investment period. PAHW seeks to prequalify developers from the private sector for the development of one or more of the Residential Projects in the Residential Areas described below:


Interested specialized companies are requested to download the Declaration of Confidentiality from PAHW’s official website available for download from the date of this announcement. The Declaration of Confidentiality must be signed and stamped by an authorized representative on behalf of the interested company along with a valid proof of authority letter.

The authorized representative of the interested company shall appear in person carrying the hard copy of the Declaration of Confidentiality along with the authorizing document (in the form of a power of attorney or a signed and stamped official letter issued by the interested company identifying the authorized representative by name, civil ID number and civil ID copy) authorizing collection of the RFQ, along with his/her original civil ID card for verification.

Upon payment of the RFQ Receipt Fee of KWD 3,000/- (Kuwaiti Dinars Three Thousand ONLY) by certified cheque issued by a bank registered in Kuwait or K-net, the RFQ may be collected from Office of the Manager of Investor Relations and Marketing Department located on the third floor, office no. 18 at the PAHW head office.

The RFQ collection period shall start on Thursday 18/September/2025 (during official working hours) and end at 12:00 pm on Wednesday 01/October/2025 (“Collection Deadline”). All interested companies should note that the RFQ will not be available for collection after the Collection Deadline.

All interested companies should submit their completed Statement of Qualification (SOQ) for the Residential Project of their choice and prior to submission of the SOQ, pay the remaining RFQ Fees in the amount of KWD 3,000/- (Kuwaiti Dinars Three Thousand ONLY) per Residential Project either in the form of a certified cheque issued by a bank registered in the State of Kuwait issued in favour of PAHW or through the point of sale terminal at PAHW.

The SOQ/SOQs shall be submitted no later than by 12:00 pm (Kuwait local time) on Thursday 30/October/2025.

In accordance with the requirements of the RFQ, each SOQ will be submitted for the attention of the Deputy Director General for Investment and Private Sector to the following address:

For any clarifications on the RFQ, the Public Authority for Housing Welfare may be contacted until 12:00 PM (Kuwait local time) on Thursday 16/October/2025 (the “Clarifications Closure Date”) through the following

All clarifications must be submitted in accordance with the procedures and forms provided in the RFQ.

All interested companies are hereby notified that,

1- Any clarifications or queries submitted after the Clarifications Closure Date will be not be accepted.

2-All SOQs must comply with the requirements of the RFQ.

The Public Authority for Housing Welfare reserves the right to amend the scope of the projects, modify, cancel, or suspend the Request for Qualification process or any or all stages of the procurement process, at any time for any reason without any liabilities or responsibilities. This announcement is an integral part of the project documentation.
